Three decades later, Neal hopes the bill she is sponsoring provides a proper remedy for homeowners still living in Windsor Park. But not all residents are eager to leave, including Annie Walker, 87, who is an original homeowner in the neighborhood. Walker said she is torn about being uprooted at an elderly age because her bones are getting brittle and she feels comfortable where she is.
